Santo Domingo.- 2009 was a very good year for the Social Security Treasury (TSS), as the number of Family Health Insurance affiliates increased and revenue jumped around 16 percent.

TSS funds reached in RD$38.8 billion (around US$1.0 billion) last year, with an increase in the number of contributors of the Dominican Social Security System, and which according to a report topped the 2008 revenue of RD$33.5 billion.

“The Treasury posted record figures. Dominican workers and employers gave their support as an example and confidence in the Social Security System, which reflects a considerable increase in affiliates as well as in contributions,” the entity said in a statement.

As to the amount of members, the Family Health Insurance’s beneficiary affiliates in the Contributing Regime rose 19 percent last year, which allowed more than two million citizens to access basic health services through their Health Risk Administrators.

Affiliate revenue increased 24.2 percent whereas collections in the Labor Risks Insurance climbed to 6.30 percent, and Insurance for the Aged, Handicapped and Survival reached 18.27 percent more than in 2008.

In its annual report the TSS said most of the workers (59 percent) registered have a average wage of 10,000 pesos.

“To reach these accomplishments the TSS maintained efficiency levels in revenue management and also provided facilities for employers by means of an extension of the window of payments,” it said.

Hey Josean this is good news. I am a registered payer to the TSS and I told you what. Last year my son was diagnosed with Dengue fever I took him to the private clinic of my choice with private room, tv and AC and guess what, for two days and two nights i only had it pay 1000.00 pesos. Because the rest was covered by the TSS office. so yes this service works.

As with most anything in the D.R, the system works for those who have the money to pay for it and keep it working . I once spent a dreadful night in a clinic in Sosua with a case of Salmonella poisoning ( I think i spelled that right ) and it cost me 3000 peso for a private air conditioned room with cable t.v, a private nurse and breakfast included . ( Im told that Its very much like that in the prisons these days . ) But you can be sure that when Poppy the sugar cane farmer from Los Charamicos who earns about 150 dollars per month takes little Juan Carlos to that same clinic with the same ailment , hes not staying the night .

In the port of Barahona, a crowd broke into the port area and began stealing the humanitarian aid on its way to Haiti, sent by the Puerto Rican government. Men with packages of bottled water and boxes of canned goods were dispersed by police using tear gas. The barge was supposedly being taken care of by the Community Development Department, but had been anchored at the port for several days with no visible activity. One person questioned by reporters from Hoy newspaper said that “If there is extreme poverty in Haiti, there is the same thing here…” The goods distribution coordinator said that about 90 truckloads had been sent to Haiti.

Family practice program stalled

The DR needs 3,000 doctors for its Social Security Program in order to meet demand for services under the Family Insurance scheme with payroll deductions. This lack of personnel has become one of the main problems affecting the development of Primary Care Facilities (CAP). The president of the Family and Community Medicine Society, Lucina Llaugel, says that the country has produced 315 of these family doctors but only 70 are employed in the network of public hospitals and clinics. Llaugel said that the government has not created the posts to place all of the 315 specialists and many of these are working in the private sector or have gone abroad.
Family doctors are supposed to provide their patients with integrated care, starting with the head of household and all the family members and the wider community through the CAP.

Each CAP should be able to serve at least 500 families, but this program is stalled by opposition from elements linked to the medical business sector and by the very patients who in their ignorance prefer to go directly to the specialist they believe will best treat their ailment. Llaugel said that the family and community medicine specialists’ skills include serving as spokesperson who can act as an intermediary between the health system and the needs of the community.
