Santiago. - Hooded men shot and killed the community leader Paul Martinez Thursday night, after having denounced death threats for his fight against organized prostitution in the sprawling barrio, Cienfuegos.

The man was shot while standing in front of a betting parlor he owned, in the Jose Manuel sector.

Although police have yet to provide details, the gunmen reportedly stole the victim’s wallet and a pistol.

The body was taken to Cibao Medical Center and then to Forensics.

Neighbors who heard the shooting weren’t aware the victim had enemies in the neighborhood.

Martinez, 46, together with the preacher Pablo Ureña, were among the residents who denounced a network prostitution in barrios of Cienfuegos.

Yes , you must be very careful whom you pick fights with and I am very sorry for those who fight for good and are murdered as a result ..Yesterday , in la Romana , a thief was shot in the head by an off duty policeman and last week in Ave mella on the outskirts of Zona Colonial a man was shot in the head just for 1000 pesos ..the second such occurrance recently ..We really need a strong honest police force to get on top of the delinquency in the DR

Yes, Rich,

Medina has to establish stronger measures than LF ever did. Criminals and gang membership have grown to such dimensions that many people are silenced, like this outstanding citizen. And it's not enough to grow prisons, but to provide more socially productive opportunities for the youth of the nation.

Hopefully Medina will get his 100 days of Absolutism to establish a better way forward. More investments in education are urgently needed, and a Dominicanization of sectors of the economy to drive down unemployment needs to happen during his term in office. Idle time doing little but thinking of ways to "make a living anyway possible," has brought about a social degeneration that is sapping the social order in DR. Medina needs to empower the Civic powers of the many good Dominicans that want a better future for the DR. and as the rules of the trade deals enter their significant phase of implementation, 2015-6, Danilo has an enormous challenge ahead.

Unemployment might very well surge in DR under the impact of greater competition from the Central American nations and the USA, unless significant changes are made in DR. And time is of the essence as the date for market access grows closer.

Medina has to speak clearly and forcefully to the nation about these coming challenges.

The moral values decadence in the "Barrios" in such a short time has been pretty remarkable. I was born in Ensanchez Bermudez, raised in a few other barrios of Santiago. Back then people used to take care of each other and crimes was nonexistent. Argentinian Tango singer Carlos Gardel in one of his song stated that 20 years is nothing. Ask our Barrios and it will be a lifetime.

Do we really need a “police state” in order to stop this madness/anarchy?.

He lived off one vice, gambling, while campaigning against another, prostitution. Was the pot calling the kettle black? Was he fighting on the side of morality, or to be cut in on the action?

Your the idiot to even assume......crime is international and no one is immune to being a victim only you like to point out crime in the DR it makes you enforce your view on the DR yet you ignore crime happening in our own back yard.

In the U.S we have all sorts of assorted experts on every facet of crime. Many write books, lecture tours, T.V talk shows and even make documentary's.

We even study criminal behaviour why one can even major in criminology. In America we've become experts alright......on the problem not the solution.

Him fighting a prostitution ring has nothing to do with it and everything to with him owning a banca with money on hand and maybe a gun or two. These businesses are the riskiest investments, in terms of danger.

I once reported a prostitution ring in Santo Domingo. There are many involved and the concho mafia is a big part in this, but I won't say more. All I'll tell you is that NOTHING was ever done....

As long as prostitution is a crime it will be run by criminals. In enlightened, non-catholic countries, it is regulated by government so children, prostitutes and their clients are protected.

helly,

You know I like you, so I hate burst your bubble:

"The myth of Giuliani's crime-fighting"

July 21, 2006

by Brendan Nyhan Political scientist and media critic

This is basically an urban legend. As Steven Levitt and Stephen Dubner write in Freakonomics (pp. 129-130), Giuliani's "broken window" approach to fighting crime "probably had little effect" -- he got credit for a drop in crime that began before he took office and happened all across the country:

First, the drop in crime in New York began in 1990. By the end of 1993, the rate of property crime and violent crime, including homicides, had already fallen nearly 20 percent. Rudolph Giuliani, however, did not become mayor -- and install police commissioner William Bratton -- until early 1994. Crime was well on its way down before either man arrived...

"Second, the new police strategies were accompanied by a much more significant change within the police force: a hiring binge. Between 1991 and 2001, the NYPD grew by 45 percent, more than three times the national average. As argued above an increase in the number of police, regardless of new strategies, has been proven to reduce crime... Many of these new police were in fact hired by David Dinkins, the mayor whom Giuliani defeated. Dinkins had been desperate to secure the law-and-order vote, having known all along that his opponent would be Giuliani, a former federal prosecutor...

Most damaging to the claim that New York's police innovations radically lowered crime is one simple and often overlooked fact: crime went down everywhere in the 1990s, not only in New York.

In short, the Giuliani "toughest cop" theory isn't supported by the evidence. But that doesn't mean the media won't parrot it when Rudy runs. "

josean rudolth giuliani no doubt was a racist pig , and maybey your right crime might have already went down before he got in office , however I believe giuliani took it to next level , by really turning new york city into what it is now a big brother police state, he approve more CCTV monitoring in every street, and roads, and more police presence everywhere to curves crime . One thing I will always remember was all of the police brutality killings , that giuliani defended to the very end. He would actually get into arguments with the victims family on radio shows and would justified the killings.
