Police Chief Rafael G. Guzman.
SANTO DOMINGO. – In an unprecedented development the Presidency’s Chief of Staff today warned the Chief of the National Police to repeal the issued to police patrols to fire on citizens who ignore their orders to halt.
Cesar Pina Toribio said that type of disposition doesn’t correspond with the levels of democratic development which have been obtained and spurred by the Government. “It’s a practice that undoubtedly harms the rights and very substantial principles to repeat them. and there was already a first experience which must call upon the authorities to reflect on."
The Presidency’s top official warned that that type of measure far from being a valid instrument in the war on crime only heightens the population’s perception of insecurity. “And that’s what those of us responsible for public services in the country must all work against.”

I agree with the Chief of Staff 100% ,,but doubt if the Police Chief has much control over individual members of his force

Ric, I understand what you are saying, but if he cannot control his troops, then he should resign and give that responsibility to someone that can. Sooner than later, these trigger happy uniformed bozos will kill a visitor and then it will affect tourism. I say the DR is out of control and can be hazardous to your health, therefore I tell my friend to bypass the DR for now and vacation elsewhere. Most are doing so.

Juango, I think that most people here are nervous about the police ..we desperately need a good police force here but this what my young Dominican friends ( 24 to 34 )from la Romana and San Pedro tell me ,They say if it is raining hard at night people are scared to go out because there are no police but plenty of bad men with pistols and knives taking advantage of lack of police. On the other hand, during the nights when there are many police, the police always stop people ,in their cars or bikes ,demanding money and they do this forcibly.
There have been various changes at the top level of the police .but nothing seems to change. Yes ,one day a visitor will die ,,,maybe of fright , as these police think nothing of putting a weapon through the open window when you stop.

i dont think it matter if they pay them as much as a US or European cops,,,they will still do what they lever of education and background where they came from dictate to do.
You need to have graduate individual and a good salary with a phycological and background analysis before releasing these people to interact with the public this way you have a well ornanized police force

Since, the Prez LF has attempted to gain political points and make this an issue. The DT.com readers should add-in momentum and call to our US embassy and complain on this issues as well as the Dominican Embassies in Miami, NYC and DC.
As tourist, visitors and foreign residences we can leverage a significant amount of pressure because politicians tend to give in and side with areas of the most resistance (outcrys)... because the squeeky wheel gets the oil and a close mouth doesn't get feed.

bearcat ,,,are you joking ,,during the Dictators time the country was awash with murders by the police and the guards ,,,the murders of innocent farmers around Nagua was particularly horrible ,,their bodies were simply thrown into the ocean and washed in and out with the tide ,,,it was a period of terrific brutality that became too much even for the followers of Trujillo .

I believe if the level of education was elevated to above that of an 8th grade student, you know they can actually read and write along with proper psycological testing and real training we could have a police force that didn't strike terror in the hearts of the general public.
