Audit in embezzlement case by hapless agency will likely bring backlash

Santo Domingo.- The Accounts Chamber audit on the tenure of Víctor Díaz Rúa as minister of Public Works from 2008 to 2012 revealed “weaknesses’ in its operational control system.

The Chamber’s findings disclosed Monday affirm however, "that the budget implementations are reasonable, in all material respects, income received and expenditure incurred by the MOPC (Public Works)."

The announcement by the watchdog agency, whose constant missteps have been the object of ridicule, will likely prompt backlash from civil society groups that have long questioned its objectivity.

It also affirms that the executions comply with Budgetary Law and bookkeeping standards applicable to the public sector.

Chamber resolution ‘Aud-2014-042’ says that except for the adjustments, if required, the status of budget execution referred to in section Basis for Qualified Opinion the issues could’ve been examined. “The budget execution above presents a, in all material respects, reasonable income received and disbursed by Public Works until December 31, 2008."

Embezzlement case

The Accounts Chamber audit comes in the heels of embezzlement case against Diaz, a close collaborator of former president Leonel Fernandez.
