SANTO DOMINGO.- Interior and Police minister Jose Ramon Fadul lon Thursday said the issuing of permits to owners of Colonial Zone night clubs and bars was done under agreements reached with various sectors and residents of the tourist area, which given the growing number of business centered on prostitution faces an increasing shift towards red light district.
He said the approvals were worked out in the agreement which assigned responsibilities to each sector and which business owners as well as the many residents pledged to abide by.
Fadul spoke after signing a new agreement with the Colonial City Neighbourhood boards, who yesterday asked the authorities to regulate area bars, beer joints, clubs and restaurants and to stop issuing permits without their consent.
Meanwhile the Catholic Church’s Colonial Patronage director accused the authorities of issuing permits to businesses which jeopardize the residents’ quality of life. The priest Nelson Clark called the “uncontrolled” number of permits issued to bars and nightclubs without residents’ consent “alarming.”
The agreement was also signed police chief Jose Polanco, Colonial Zone Neighbourhood boards president Mercedes Coste, Luis Brosker of the Ovando City Project Association, and representatives of owners of night clubs and related business in the Colonial Zone, Dominican Republic’s most historic tourist attraction.

and less regulation leads to ANARCHY. sorry to inform you, anthonyc, but society has to have rules and regulations, even if they interfere with the attempts of people such as yourself to make a profit. in your world, there should be no regulation on things such as the ability of a club to play loud music, at all hours. that brings in the patrons, who spend the money, making proprietors rich. the people who have to stay awake all night listening to the din are just collateral damage. you need to go buy your own planet, where you can do whatever you wish, unmolested, and unfettered. the rest of us wish to live in a civilized world.

To be very pragmatic about this ,,there are always girls and boys walking along Conde and around Pacos and Parque Colon who will satisfy your sexual needs and lighten your wallets .There are also a few places where you can rent a room for a short stay but not many.
At present the problems with the nightclubs relates mainly to the lack of parking and thus the blocking of roads and people outside the clubs being noisy ,The problem areas seem to be about 4 clubs in Mercedes and some others in Padre Billini , though I think the street near el Malecon is a problem also . I put my car in the carpark in Jose Reyes and on Friday and Saturday nights I need to do that before 11 as after then many streets are blocked ...The big problem is the parking
As for the churches the beautiful church opposite Parque Duarte is used to pee on by mainly the homosexual people there but the two churches in Mercedes are not troubled .
The colmados are far more noisy

I think that there should be some sort of control in the colonial sector to avoid the place be come a low life place for people that has no moral respect for others. When I go to the colonial sector I normally go to the area where they have Sega Fredo on Conde street in between Catolica and Calle Las Damas, those places there offered lots of good things and outdoor sitting and most of all the music is not to low like the other places. The parque Duarte area is a disgrace to this country because you can't no longer go there and sit like a good citizen without being harras by homos that thinks that you are gay just because you go with a male friend. It was a place to go play dominoes and have a laught with friends but is no longer like that, because apart from that you the people smoking weed in plain public view and if you have childrens you can't no longer take it there and tell them who Duarte was.

Noice and traffic must also be kept to a minimun so as not to disturb residents.

So, are these some kind of official pimp permits? Am I going to be hassled on el conde more or less after the permits are issued? Why don't they do this in Gazcue, around the hotels and casinos in malecon? Or just admit reality and do it in the entire country?

Prostitution is a cash cow that needs to be milked for all it's got. Our nation would do good to regulate, and tax it accordingly. ..Here's a source of big bucks that can be directed to health care.
Let's make sure sexual deceases are kept to a minimum by offering free and confidential treatment for all.
