Title and Incabide sign agreement to title seized assets

Santo Domingo.- The Permanent Commission for State Land Titling (CPTTE), in conjunction with the Technical Executing Unit for State Land Titling (UTECT) and the National Institute of Custody and Administration of Seized, Confiscated, and Endangered Assets Dominion (INCABIDE), has entered into an inter-institutional agreement aimed at titling seized and confiscated assets resulting from money laundering, illicit drug trafficking, and other offenses.

Under this agreement, priority will be given to properties identified by INCABIDE and those that have received final rulings with irrevocable authority. The objective is to initiate and execute technical processes for the regularization and individualization of seized properties currently under INCABIDE’s custody, with the ultimate goal of registering them in the name of the Dominican State.

UTECT, in turn, commits to deploying teams of surveyors and technical professionals to conduct fieldwork, surveys, and investigations, equipped with the necessary tools to carry out property regularization and individualization processes. Additionally, UTECT will coordinate joint efforts between the two institutions to swiftly and efficiently identify assets, granting INCABIDE access to all relevant information, documentation, and digital files obtained during investigations.

Manuel Oviedo Estada, the executive director of INCABIDE, emphasized the significant contribution of UTECT towards safeguarding Dominican public assets, underscoring the effectiveness of coordinated institutional collaboration in delivering optimal outcomes for citizens.

Meanwhile, Duarte Méndez Peña, executive director of UTECT, highlighted the agreement’s importance in light of President Luis Abinader’s commitment to reclaiming unlawfully acquired state assets following the conclusion of judicial proceedings.

Both signatory entities acknowledge the importance of fostering open, collaborative relationships to implement programs and policies that promote national development.
