Punta Catalina achieves milestone with internal procurement manual

Santo Domingo.- The Punta Catalina Electric Generation Company (EGEPC) recently achieved a significant milestone by becoming the first state entity to establish its internal purchasing and contracting manual. This manual, developed in accordance with the guidelines and principles outlined in Law 340-06, was submitted to the General Directorate of Public Procurement (DGCP) for consideration. The DGCP subsequently authorized and approved it through Resolution DGCP-DG-PROCESP-01-2024.

The manual outlines rules and procedures governing the acquisition of supplies, materials, and spare parts necessary for operating the Punta Catalina Thermoelectric Plant (CTPC). By ensuring compliance with due process and legal principles, this approval enhances transparency and efficiency in public procurement.

Celso Marranzini, the executive vice president designated for EGEPC, emphasized the need for the company’s own manual due to its private legal personality, despite being publicly funded. The manual aligns with the principles of Law 340-06 and its modifications, aiming to regulate contracting and maintain transparency. Additionally, it aims to address obstacles faced during purchasing and contracting processes by creating a bank of qualified suppliers, streamlining the evaluation of legal and financial credentials.

This achievement underscores Punta Catalina’s commitment to transparency and excellence in managing public resources, solidifying its position as a benchmark in the Dominican Republic’s electricity generation sector.
