PARLACEN approves framework law to boost rural tourism

Guatemala.- The Central American Parliament (PARLACEN) has approved the Framework Law for the Promotion of Rural, Agricultural, and Community Tourism in Central America and the Dominican Republic. This initiative, authored by Dominican deputy Luis Coronado Suárez, aims to boost economic and social development in rural areas, preserve cultural and natural heritage, and promote sustainable tourism practices across the region.

Central America and the Dominican Republic have long been renowned as global tourism destinations. This proposed legislation addresses the need for equitable and sustainable management of tourism growth, extending its benefits to rural communities and promoting economic diversification. The initiative seeks to develop sustainable tourism infrastructure, encourage community participation in project management, and promote authentic experiences internationally. It emphasizes the conservation of local traditions, sustainable agricultural practices, and biodiversity.

Deputy Luis Coronado Suárez highlighted the potential of rural, agricultural, and community tourism to positively impact local communities, ensuring that tourism benefits contribute to comprehensive development. The legislation includes training and technical assistance programs for communities and entrepreneurs, fiscal and financial incentives for tourism projects, and promotes partnerships between national and international hotel chains with rural and community tourism clusters. It also encourages public-private alliances for sustainable tourism infrastructure development in rural areas. Additionally, the initiative aims to enhance national and international awareness of the advantages of rural, agricultural, and community tourism, emphasizing the importance of sustainable and responsible tourism practices.
