Miriam Germán signs penitentiary agreement with Morocco

Essaouira, Morocco.- The Dominican Republic’s Attorney General, Miriam Germán Brito, signed a Protocol of Cooperation in the Penitentiary Sector with Morocco’s General Penitentiary Administration and Reintegration (DGAPR), marking a milestone in bilateral justice collaboration. The signing, facilitated by Dominican Ambassador Amaury Justo Duarte and Minister Counselor Elsa Domínguez Brito, emphasizes shared goals of enhancing rehabilitation programs, prison officer training, and social reintegration initiatives. Germán Brito hailed the agreement as a step forward in justice and social welfare, reflecting the Dominican Republic’s commitment to international collaboration.

During her visit, Germán Brito toured key Moroccan penitentiary institutions, including the Tifelt Training Centre and Casablanca prisons, accompanied by local officials. She also explored cultural landmarks such as the Hassan II Mosque and Marrakech. The agreement entails mutual exchange of expertise, training missions, and materials to improve penitentiary management and inmate rehabilitation. Annual training programs and internships for prison officers in both countries will further strengthen capacities. Ambassador Duarte emphasized that such cooperation deepens ties between Morocco and the Dominican Republic, fostering innovation in the penitentiary system.

The visit coincided with the National Meeting for the Benefit of Detained Women in Essaouira, where the Dominican Republic was the guest of honor. Germán Brito underscored the importance of humane treatment and reintegration of inmates, with special attention to women, citing the Dominican female inmate population as an example. The event featured cultural exchanges, including tributes to the Mirabal sisters, highlighting the Dominican Republic’s advocacy for women’s rights. The meeting concluded with inmate testimonies and training certificate presentations, showcasing the transformative potential of penitentiary reforms.
