Santo Domingo.- Dominican Republic’s Hotels and Tourism Association(ASONAHORES) said it agrees with legislation to regulate public access tobeaches and proposed a multi-sector commission to draft a detailed bill to replacethe one now in the Senate.
In a statement to the media, the hoteliers said the policy"cannot be an exercise by desks outside our economic, social and legalrealities," so "we’re ready to collaborate in this process."
It said the proposed committee should develop "a detailedpredesign, to undertake the geographical characteristics and conditions ofdevelopment of different regions, (which) doesn’t leave room for confusion andclose the floodgates to baseless arbitrariness, that have left such negativeexperiences in our country."
ASONAHORES said far from regulating the individuals’ managementand access to beaches, the bill’s approval would create a legal limbo thatwould be detrimental to the acquired and vested rights, and create unnecessaryobstacles to the tourism sector.
It said the bill in the Senate contradicts articles of theConstitution and the Land Registry Law on easements, adding that it also setshurdles against the zoning plans approved by decrees and would add to the “widespreaddisorder affecting beaches.”
