Haitian births and healthcare costs strain Dominican public health budget
Santo Domingo.- Senator Daniel Rivera, a former Minister of Public Health, highlighted that 17% of the over RD$128,000 million allocated in the 2025 State budget for public health is consumed by Haitian women giving birth, road accidents, surgeries, and diseases like HIV/AIDS. Rivera revealed that approximately 30,000 Haitian women give birth annually in the Dominican Republic, often crossing the border through mountainous regions with support from international organizations. This influx significantly strains the country’s healthcare system.
Rivera emphasized that delivering care to Haitian mothers costs the Dominican government around RD$364 million annually, with each birth averaging $200 USD in Haiti. He expressed concern that the unprepared arrival of these women often displaces Dominican patients, especially pregnant women awaiting cesarean deliveries. Rivera noted that maternal mortality in this group is 47% and pointed out the additional burden of providing medications and blood supplies, which are not replenished by donations from the recipients.
The senator criticized Haiti’s lack of political stability and functional governance, which he believes exacerbates the migration crisis. Rivera urged the international community to address Haiti’s instability and invest in its economic development to reduce illegal immigration. He also highlighted Dominican contributions to training Haitian doctors, suggesting they should assume greater responsibility for healthcare in their country. Fellow senators Julito Fulcar and Félix Bautista echoed his concerns, emphasizing the need for urgent solutions to the long-standing crisis.

These costs are easily covered by the trade surplus the Dominican Republic enjoys with Haiti. During the past 10 years , the trade surplus has been in the area of $700-900 million USD.
Haiti is one of the Dominican Republic’s leading customers. Kenya, Jamaica, Bahamas and other countries have recognized that the deadly security problems with massacres of ordinary citizens is the cause of the current crisis. Where are troops from the Dominican Republic?
Sending troops is not the solution…. As soon as the troops leaves, all hell breaks loose again… Why is nobody talking about the weapon embargo to Haiti from the US thus the Haitian government can not equip it’s force and gangs have more weapons than them… The solution is for Haitian to have a capable force, train the police and military, let the m buy weapons and let Haiti solvehaiti problems
I don’t understand that rational. If I go to a store and buy a coca-cola, I have no expectations of any further products or services than the coca-cola I bought. The Dominican Rep. produces a wide range of goods that Haiti desperately needs. In contrast, Haiti’s domestic production capabilities are limited, making it reliant on imports from neighboring countries like the Dominican Republic. The “trade imbalance” or “trade surplus” is the direct consequence of the political and economic instability of Haiti. The “surplus” is not extra money for goods and/or services.

How much of that is the pregnant Haitian women?, what percent of that is the road accidents? is that haitian road accidents ? or the surgeries and diseases?, are those Haitian surgeries ?. why are they all lumped together?. Why is it written so unaccurately?. What about the remaining 83%? what’s that used on?. Shouldn’t that be discussed?. What about Cardiovascular disease?, obesity?, high blood pressure?, strokes?, heart attacks?. What nationality are those patients? what’s the percentages?
Deny non-emergency care to illegal aliens. Mandatory reporting of all illegal aliens seeking any care so that deportations can take place. Return them to fix their own country before they destroy the economy of this one.
