Immigration Director: “response to attack must be proportional to threat”

Santo Domingo.– Vice Admiral Luis Rafael Lee Ballester, director of the General Directorate of Migration, confirmed on Wednesday that immigration agents are authorized to use proportional force if attacked during repatriation operations. He emphasized that attacks against agents will be met with an appropriate response, while ensuring that operations remain respectful of human rights.

Lee Ballester also highlighted that immigration agents are undergoing new training, which includes human rights education and repatriation process guidelines, to ensure their actions comply with legal standards and respect the dignity of all individuals, particularly vulnerable populations.

These statements followed a violent incident in the Piantini sector of the National District, where an undocumented Haitian disarmed and shot an immigration officer during an operation. The director stressed the importance of preparing officers to respond appropriately to such threats, while continuing to carry out repatriation efforts within a framework of legal and human rights protections.

A Haitian friend who grew up in Juan Dolio was arrested close to the Haitian consulate in Higuey. The police park near the consulate because they know Haitians will be going there.. My friend needed to get proper documentation. After being arrested , they were brought to Jaina but the truck got lost. They were eventually placed in a large house for three days.. He used his clothing to get comfortable while sleeping on the floor. What do young people do who have grown up in the Dom Rep but do not have documentation from either Haiti or the Dom Rep ?

They need to get their documentation from Haiti. If you were not born in DR you have no record and your not Dominican. The country of Haiti doesnt believe in giving its population even birth certificates. They were helped with this by Ecuador and they did not take advantage of the help. Best bet is return to haiti where they have family for sure that can help them with their haitian paperwork.
