‘Vanished’ ex Dominican kingpin reappears with new ID: El Dia

Santo Domingo.- Just one day after reports that former kingpin and Army Capt. Quirino Paulino (El Don) had vanished in the U.S. after spending nearly 10 years in a New York correctional facility for drug trafficking, outlet eldia.com.do reports that he has updated his Dominican I.D. (cedula) status from military to civilian.

“With the changes made in the cedula center at the Central Electoral Board in the American city, Quirino is eligible to vote in the general elections of 2016,” the outlet said.

Paulino was arrested in December 2004 and extradited to the US in February 2005, where he entered plea bargaining for a shorter jail term.
