Santo Domingo.- President Luis Abinader has signed into law the new Law 18-24, which will now regulate the operations of the Chamber of Accounts, the highest external body for fiscal control of public resources, administrative processes, and state assets.
This law modernizes the institution’s procedures, enhances the tools needed to achieve its goals, and strengthens the regime for administrative infractions.
Originally proposed in the Senate, the law was reviewed by President Abinader in early May, under his constitutional authority. His observations, now approved by the Chamber of Deputies, aimed to improve the effective functionality of the body, impacting the powers of the Plenary Session of the Chamber of Accounts, the processing of its sessions, the authorities of its directors, and the principles and norms of the special administrative career.
The Chamber of Accounts, as the guardian of public resources through effective oversight, operates in accordance with the Constitution and the law. The new legal framework, based on presidential observations, strengthens the administrative sanctions regime, underscoring the president’s commitment to fighting corruption.
The motivations behind this law highlight the need for the Chamber of Accounts to be updated in line with the Constitution and contemporary demands. This update is essential for guaranteeing public management characterized by ethics, efficiency, effectiveness, speed, and transparency.
The Senate, as a political institution of the Dominican State and part of the Legislative Branch, comprises 32 senators elected by direct popular vote from the country’s 31 provinces and the National District. They create provisions that regulate national life and oversee other state entities.
Law 18-24 clarifies its scope, establishes the National Control and Supervision System, and addresses the composition, autonomy, jurisdiction, and powers of the Chamber of Accounts. It regulates the operation of its bodies, outlines the responsibilities of its directors, and defines the Chamber’s role in the National System of Control and Supervision and the audit processes.
