Washington.- The Inter-American Commission on Human Rights(IACHR) called on Dominican Republic to restore citizenship to everyone born inthe country mostly of Haitian descent affected by the controversial ConstitutionalCourt ruling 168/13, Efe reports.
In a report of scathing criticism of the Dominicangovernment released Tuesday, the Commission urges the State to disregard theruling’s legal effects, which retroactively redefined the scope of what hadbeen the principle of "jus soli" (birthright by soil) since the Constitutionof 1929, and left "tens of thousands" stateless.
In the report resulting from its visit to DominicanRepublic between December 2 and 6, 2013, the Commission also asks to rescind theprovisions of law 169/14 based on that people are considered foreigners if bornin Dominican territory, offspring of illegal aliens, even when the principle of"jus soli" was in effect.
