Chief Justice admits chaos in Real Estate Jurisdiction

SantoDomingo.- Supreme Court (SCJ) President Mariano German Wednesday said there’ssuch chaos in Dominican Republic’s Real Estate Jurisdiction that it has become bean inefficient agency.

"Themost serious problems affect the Real Estate Jurisdiction. There is chaos andif I don’t eliminate it and make the entity efficient I’ll consider myself failed.Since I am not used to failure I wager on success and I have declared myself inpermanent session,"said the also Judicial Council president.

German,lecturing on the "Challenges of the Judiciary" in a conference hostedby the Institutionalism and Justice Foundation (Finjus), listed the thejudicial system’s five challenges: secure a culture of respect with the otherbranches of government the supremacy of the Constitution and the rules relatingto fundamental rights, enforce and strengthen the covenants, national andinternational agreements; eliminate judicial backlog in the courts and resolvethe serious deficiencies affecting the Real Estate Jurisdiction.

Healso spoke of maintaining a constant training of judicial workers, raise theirwages and social, technological and institutional services, keep a constantwatch on the conduct of judicial officials, more effort against crime, among others.

Germannoted that the Jurisdiction began its modernization program in 1999 to improve systemsand services, with an Inter American Development Bank (IDB) loan of US$32.0 millionand a US$8.0 million donation from the U.S. Supreme Court.
