José Ramón Peralta, Gonzalo Castillo, and Donald Guerrero have several elements in common. All three were high-ranking officials of the Government of Danilo Medina, serving as Administrative Minister of the Presidency, Minister of Public Works, and Minister of Finance, respectively. They are also members of the powerful Political Committee of the Dominican Liberation Party (PLD).

However, they have another characteristic in common: all three have been the subject of an investigation by the Specialized Prosecutor’s Office for the Prosecution of Administrative Corruption (PEPCA) headed by magistrate Wilson Camacho, for alleged irregularities both in their time in the Government and, in the case of Castillo, for his political campaign.

The document identifies the main defendant in the case, the former Minister of Finance, Donald Guerrero Ortiz. In addition, Pepca is also investigating the program of surprise visits in which the Administrative Ministry of the Presidency, led by Peralta, had one of the leading roles.
