Duartiano Institute urges authorities to prioritize Haitian issue

Santo Domingo.- Dr. Wilson Gómez Ramírez, President of the Duartiano Institute, emphasized the importance of Dominican unity around the founding principles of the nation, particularly in the face of current challenges. He urged authorities to prioritize the issue of Haiti, advocating for policies that address migration and border security concerns.

Speaking at a ceremony held in the “Professor José Joaquín Pérez Saviñón” auditorium at the Duarte Museum, Gómez Ramírez underscored the need for Dominican diplomats to counter international accusations of xenophobia and racism, presenting the country’s situation accurately to the global community.

Gómez Ramírez called on the Dominican government, particularly the President, to take decisive action on issues related to Haiti, including the influx of undocumented immigrants and the high population of Haitian students in Dominican schools. He also stressed the importance of Dominican diplomats abroad advocating for the nation’s interests and dispelling misconceptions about xenophobia and racism in the Dominican Republic.

You stripped thousands of Dominicans of their right to an identity in 2013 with TC/0168/13 retroactive from 1929-2010. 90 years of Dominican born citizens stripped of their rights. In the Dominican constitutional system, the pacta sunt servanda is constitutionally established, with greater force when it comes to the protection of international treaties on fundamental rights. Under the constitutional regime prior to the 2010 reform, children born in the Dominican Republic to undocumented Haitians were subject to a positive conflict in the granting of nationality. That is, they were entitled to it by ius sanguinis and also by ius solis. It is indisputable that the interpretation made by the TC/0168/13 is restrictive of rights and therefore violates the rules of interpretation of the ACHR/IACHR  jurisprudence of the IACHR and the ACHR is binding on the Dominican State.The accusations of xenophobia and racism are accurate.
