ISFODOSU legal experts highlight the importance of leadership in public service

Santo Domingo.- Two experts from the Legal Department of the Instituto Superior de Formación Docente Salomé Ureña (ISFODOSU) delivered a lecture titled Public Leadership as a Pillar of Good Administration in the Context of ISFODOSU to the institution’s staff.

The lecture aimed to raise awareness about the critical role of public sector leadership and its impact on effective administration. It was conducted by legal analysts Lic. Kelvin Beato and Lic. José Elías Hernández.

The first topic, The Importance of Public Sector Leadership and Its Influence on Good Administration, was presented by Lic. Beato. He discussed the difference between a leader and a boss, emphasizing the value of strong guidance and motivation in public sector teams to achieve their goals.

“A boss tends to exercise formal authority, focusing on control and direct supervision of work, whereas a leader inspires, guides, and motivates their team towards a common goal, fostering collaboration and personal development,” Beato explained.

During his presentation, Beato introduced various leadership styles, such as transformational leadership, which promotes positive change and innovation; autocratic leadership, which centralizes power in one person; and democratic leadership, which involves teams in decision-making, encouraging participation and consensus.

The second topic, The Fundamental Right to Good Public Administration in the Context of ISFODOSU, was presented by Lic. Hernández. He emphasized that in a social and democratic state like ours, citizens have the right to demand quality public services, and it is our duty to give our best to fulfill this expectation.

Hernández referred to the Ibero-American Charter of Citizen Rights and Duties in Relation to Public Administration, signed in 2013, which encompasses these principles.

“This Charter, signed by public administration ministers from Ibero-America, establishes that citizens are entitled to the fundamental right to good public administration, which means that public matters should be handled with fairness, justice, objectivity, and impartiality, and resolved within a reasonable timeframe to serve human dignity,” Hernández stated.

The event, attended by staff, faculty, and students from the Rectorate and the Félix Evaristo Mejía Campus (FEM), was held at the Cerema Auditorium of the mentioned campus.

About the facilitators

Kelvin Basilio Beato Rodríguez is a lawyer graduated from the Universidad del Caribe (UNICARIBE), holding a degree in Military Sciences from the Batallas de las Carreras Military Academy. He has a Master’s in Administrative Law and Public Management from the Universidad Nacional Pedro Henríquez Ureña (UNPHU) and is currently pursuing a Diploma in Constitutional Matters from the Constitutional Court’s Center for Constitutional Studies.

José Elías Hernández Frías is a law graduate from the Pontificia Universidad Católica Madre y Maestra (PUCMM), Santo Domingo campus. He completed a Master’s in State Administration Law from the Instituto Global de Altos Estudios en Ciencias Sociales (IGLOBAL) in collaboration with the University of Salamanca, Spain. He is currently pursuing a Master’s in Municipal Management at the Universidad del Caribe (UNICARIBE).
