Ariel Henry holds decisive authority in establishing the presidential transition council

United States.- Haitian Prime Minister Ariel Henry’s office, responding exclusively to CNN, clarified that, according to the Haitian Constitution, the prime minister and the cabinet are the sole authorities to appoint a transitional council for a smooth transfer of power. Jean Junior Joseph, the special advisor to Prime Minister Ariel Henry, emphasized the importance of following constitutional procedures despite the country being in crisis. He cited Article 149 of the constitution, highlighting that when the president is unavailable, the ministerial cabinet is responsible for decision-making and state involvement.

Joseph stated, “The council will have to go through the same process that it went through when Ariel Henry became prime minister,” asserting the necessity of adhering to legal procedures.

About Ariel Henry’s resignation

Following the resignation of Haitian Prime Minister Ariel Henry, a transitional council will be formed with certain presidential powers, including the authority to appoint a new interim prime minister, in accordance with the Caricom deal. The resignation came amid pressure from gangs, the population, and the international community. While Henry pledged to manage current affairs until the appointment of a new prime minister and government, the ongoing institutional vacuum and escalating violence in Haiti make a swift return to calm on the island uncertain. Henry’s resignation, announced during a Caricom meeting in Jamaica, followed his inability to return to Haiti after a visit to Puerto Rico, where he sought international assistance for establishing an international security mission.
