The first presentation was by INDRHI planning director Eliseo González, who stressed that the water bill in the country is in a very advanced phase of consensus in Congress and who affirmed that in a short time there will be a legal framework in line with the demands of the times.
For his part, Antonio Embid Irujo, Professor of Administrative Law at the University of Zaragoza, Spain, said that modern water legislation should take the human being as the first priority component, regardless of their economic and social capacity.
