Strategic territorial planning for effective management of tourist lands

Santo Domingo.- Domingo Matías, the Vice Minister of Territorial Planning and Regional Development at the Ministry of Economy, Planning, and Development, emphasized the significant opportunity that territorial planning presents in the country for ensuring proper management of agricultural, tourist, and flood-prone lands.

Matías outlined the three primary focuses in territorial planning, emphasizing the protection of agricultural soils, organization in tourist lands, and effective management of flood-prone areas. He highlighted that one year after the promulgation of Law 368-22 on Territorial Planning, Land Use, and Human Settlements, the Ministry of Economy has collaborated with 15 local governments in developing their Municipal Territorial Planning Plans (PMOT).

Specifically addressing lands designated for tourism, Matías pointed to ongoing efforts in Verón-Punta Cana and Miches. He believes the application of Law 368-22 will contribute to addressing issues related to informal settlements, vehicular traffic, and the excessive demand for essential services like water and electricity.

Discussing flood-prone areas, Matías cited examples in the municipalities of Santiago and San Cristóbal, where buildings have been constructed and investments in agricultural projects made in flood-prone soils. This was shared during the “And what do you say?” program on Accent.

Concerning municipalities with extensive agricultural lands, Matías highlighted the completion of the Municipal Territorial Planning Plan (PMOT) by the City Council of San Francisco de Macorís. Work is ongoing in Moca to design a similar plan, with significant challenges faced by municipalities like Constanza and Jarabacoa, where agricultural and environmental lands are under considerable risk.
