Foundations of Haiti’s national consensus agreement for transition

Santo Domingo.- Representatives from Haiti’s major political, religious, economic, and civil society sectors have reached a landmark agreement to collectively outline the framework for transition and resolution of the country’s chaos. Amidst a backdrop of severe crisis, characterized by poor governance, violence, and external agendas disregarding national interests, this agreement aims to restore Haiti’s dignity and constitutional order.

The agreement enshrines fundamental principles, including the involvement of all social and political actors, citizen participation in transparent institution-building, and the fight against corruption. Emphasis is placed on peace, national reconciliation, and respect for sovereignty.

The transition governance structure comprises three key bodies: the Presidential Council for management and coordination, the government led by a Prime Minister to execute national transition policies, and the Government Action Control Body to oversee policy implementation.

With a term of 18 to 24 months, the Presidential Council is tasked with upholding constitutional and legal compliance, ensuring institutional stability, and appointing new Electoral Council members within 60 days.

This agreement signifies a crucial step towards political stability and democratic restoration in Haiti. It aims to rebuild the nation and foster a genuine national consensus, prioritizing the common good.

Members of the Presidential Council, appointed through negotiations facilitated by CARICOM, represent various sectors including political parties, business associations, religious groups, and civil society organizations. Each member will oversee a national axis or project linked to the transition’s challenges.

The transition roadmap includes vital actions to address Haiti’s multifaceted crisis:

1. Establishment of a rescue and national unity government to unify efforts in crisis management.
2. Restoration of security through the creation of a National Security Council and reform of the Haitian National Police.
3. Appointment of a Provisional Electoral Council to organize free and credible elections.
4. Institutional recovery and remediation to address collapsed state institutions and implement necessary reforms.
5. Proposal for constitutional review through a designated Commission.
6. Strengthening institutions to combat corruption and impunity.
7. Organization of a national conference to address challenges and define the country’s direction.
8. Development of an economic recovery plan to support humanitarian and economic needs, particularly in food security.
9. Establishment of a Justice, Truth, Reparation, and Reconciliation Commission.
10. Coordination with international partners to address international concerns through resolution 2699.

These measures aim to provide a comprehensive framework for Haiti’s transition towards stability, security, and prosperity, addressing immediate needs and laying the groundwork for a sustainable future.
