Abinader issues Decree addressing urgent need for Aviation Law update

Santo Domingo.- President Luis Abinader has issued Decree 172-24, declaring the continuous updating of the legal and regulatory framework governing civil aviation in the country as a top national priority.

Under the provisions of the decree, the Dominican Institute of Civil Aviation (IDAC) is tasked with spearheading a comprehensive review and update of Civil Aviation Law Number 491-06, enacted on December 22, 2006, in alignment with the standards set forth by the International Civil Aviation Organization (ICAO).

The IDAC is required to present a proposal for the revision of the aforementioned law to the Executive Branch for evaluation and subsequent submission to the National Congress. Once the document is finalized, it will be disseminated to the relevant institutions for their awareness and implementation.

The law emphasizes the significant economic and social impact of air transportation services and operations, which contribute to the growth of key sectors such as tourism, commerce, agriculture, and industry. Given the crucial role of air transport in facilitating the movement of people, goods, and services to and from the Dominican Republic, the state is committed to ensuring the ongoing security of civil aviation.

Furthermore, the periodic review and updating of the civil aviation regulatory framework are deemed essential to uphold the Dominican Republic’s continued compliance with its international obligations in the realm of civil aviation.
