New freedom of expression law

Santo Domingo.- On Monday, the National Palace introduced the Draft Law on Freedom of Expression, Audiovisual Media, and Digital Platforms, signaling the end of the antiquated Law 6132 dating back to 1962 and the dissolution of the National Commission for Public Entertainment and Radiophony.

President Luis Abinader announced that this crucial legislation would be presented to the National Congress later in the week. Central to the proposed reforms is the establishment of the National Institute of Communication (INACOM), a regulatory body endowed with both functional and financial autonomy. INACOM will inherit the responsibilities of the defunct Public Entertainment Commission and will comprise a Board of Directors and an Executive Directorate. Its decisions will hold the force of law and will be subject to public scrutiny, with administrative and judicial recourse outlined in the governing legislation.

The bill also addresses vital aspects of social communication, including unfettered access to information sources, safeguarding freedom of expression, and the abolition of prior censorship practices.

During his presentation, President Abinader emphasized his commitment to expedite the legislative process, citing concerns over the proliferation of questionable content on social media platforms.
