Abinader announces RD$20 billion transformation plan for Boca Chica

Boca Chica.- President Luis Abinader announced a comprehensive transformation plan for Boca Chica backed by more than RD$20 billion in public and private investment, positioning the coastal municipality as a major tourism, logistics and economic development hub in the Dominican Republic.

The Boca Chica development plan includes large-scale investments in sanitation, road infrastructure, tourism projects, housing, education, healthcare and public spaces, with the goal of creating a modern, sustainable and people-centered city near Las Américas International Airport (AILA) and the Caucedo logistics corridor.

Speaking during the official presentation, Abinader said the initiative represents a long-term national vision focused on economic growth, urban renewal and improved quality of life for residents. He emphasized that the project combines efforts from the central government, local authorities and the private sector to promote organized and sustainable development in Boca Chica and Andrés.

One of the largest investments will be led by Inapa, with more than RD$11 billion allocated to sanitation and environmental infrastructure. The project includes a new sewer system, wastewater treatment plant and submarine outfall designed to protect Boca Chica beach, improve groundwater quality and strengthen environmental sustainability along the coast.

The government also announced major transportation and mobility projects, including the extension of Ecological Avenue to the Multimodal Port, upgrades to the Las Américas marginal road and the paving of more than 125 kilometers of streets. Officials said the infrastructure improvements will reduce congestion, improve connectivity and support logistics, tourism and business growth in eastern Santo Domingo.

Urban renewal plans include the renovation of Duarte Street, Boca Chica Park, the future Andrés boardwalk and the transformation of the former sugar mill property into a large recreational park with sports areas, walking trails and cultural spaces for families and visitors.

Private investment will also play a major role through the Costa Blanca development project, a mixed-use complex that will feature residential units, hotels, commercial areas and a public beachfront linear park. The initiative also includes the organized relocation of beach vendors as part of efforts to modernize the tourism zone while preserving local economic activity.

Additional projects announced by the government include new schools, childcare centers, healthcare facilities, sports infrastructure, smart LED streetlights and electrical system upgrades. Authorities also confirmed that more than 2,000 property titles will be delivered to local families to strengthen housing security and economic stability.

Officials described the Boca Chica transformation as the beginning of a “new era” for one of the Dominican Republic’s most iconic beach destinations, combining tourism development, infrastructure modernization and long-term economic growth.
