Decree 301-23 Government increases anti-narcotics agents by more than 600: find out in which categories

President Luis Abinader ordered the promotion of 634 agents of the National Drug Control Directorate (DNCD), in compliance with Decree 301-23, which creates the regulations of the «Career of the DNCD Agent,» a measure that strengthens the institutionality and marks a historic milestone by granting, for the first time since its founding, formal promotions to its members.

The promotions cover different categories of the agency’s civil hierarchy, including first, second, and special agents, first and second officers; special officer, first inspector, and second inspector, consolidating a formal career structure within the institution.

With this decision, the president directly and positively impacts all civilian-class operational and auxiliary personnel who work in the DNCD and wo not come from the Armed Forces or the National Police.

The Dominican Government takes an unprecedented step by recognizing its career agents, a decision that regularizes the hierarchical scale, strengthens the internal structure, and dignifies the work of the men and women who fight drug trafficking.

«On this new anniversary, I wish to congratulate all the agents of the DNCD, who with courage and bravery risk their lives daily to combat drug trafficking and related crimes,» President Abinader stated.

The Executive Branch’s decision represents an important step in improving the working conditions of all agents who risk their lives every day in the fight against drug trafficking and transnational organized crime.

Vice Admiral José M. Cabrera Ulloa, head of the anti-narcotics agency, sincerely thanked President Luis Abinader for his constant support of the DNCD, which has provided the agency with resources and equipment to strengthen its interdiction operations in the fight against and dismantling of criminal structures.

DNCD celebrates its 38th anniversary

The anti-narcotics agency celebrated its 38th anniversary this Friday with a Mass at the Cathedral of Santo Domingo, a floral offering, and other events. The religious service was officiated by the Coadjutor Bishop of Santo Domingo, Monsignor Carlos Tomás Morel Diplán. During the Mass, the president of the DNCD, Vice Admiral José Manuel Cabrera Ulloa, was accompanied by his wife, Carmen Encarnación de Cabrera, and their children.

Present were the Minister of Sports, Kelvin Cruz; the Deputy Ministers of Defense, Vice Admiral Agustín A. Morillo Rodríguez and Major General Carlos R. Febrillet; Major General Delio B. Colón Rosario, Inspector of the Armed Forces; and Vice Admiral Luis Rafael Lee Ballester, Director of Migration.

Also participating were the Director of the U.S. Bureau of International Narcotics and Law Enforcement Affairs (INL), Rebeca Marquez; a high-level delegation from the Drug Enforcement Administration (DEA) Southern Command (JIATFS); the Director of the National Department of Investigations (DNI), Luis Soto; members of the Public Prosecutor’s Office; directors of specialized agencies; former presidents of the DNCD; and members of prevention and human rights organizations.
