Executive decree appoints Dinorah García Romero to lead ISFODOSU
Santo Domingo.- President Luis Abinader appointed Dinorah García Romero as the new rector of the Salomé Ureña Higher Institute of Teacher Training (ISFODOSU), effective immediately under Decree 517-26.
The official decree, issued on July 30, 2026, revokes the previous appointment of Nurys María del Carmen González Durán, who had led the specialized higher education institution since March 2021.
García Romero’s designation follows a formal selection process managed by the institute’s Board of Directors. According to the presidential document, the board approved a short-list of candidates under Resolution JD-03-2026-01. The proposal was subsequently submitted to the Executive Branch on July 14, 2026, by the Minister of Education and Board President, Luis Miguel De Camps García.
The legal framework for the decision emphasizes the state’s obligation to ensure access to a quality educational system. The decree underlines the goal of “promoting the comprehensive development of citizens with critical thinking, creative capacity, and a commitment to democratic principles, equity, social justice, and the sustainable development of the Nation”.
It also stresses that public administration decisions must remain fully transparent, legally justified, and aligned with the general public interest.
A track record in Dominican education
García Romero brings decades of experience in pedagogy, academic research, and institutional leadership to her new role. A graduate of the Pedro Henríquez Ureña National University (UNPHU) with a degree in Education, she holds a master’s degree in Higher Education Center Management from the Pontificia Universidad Católica Madre y Maestra (PUCMM) in collaboration with the University of Barcelona. She also earned a master’s in Applied Linguistics from INTEC and pursued doctoral studies in Education at the University of Murcia.

Throughout her career, García Romero has held prominent positions across the Dominican educational landscape, including directing the Poveda Center and serving on the National Council of Education. Her extensive work in teacher training and curriculum development positions her as a seasoned educator prepared to oversee the country’s primary university dedicated to preparing future teachers.
