Abinader launches Eficompras, Dominican Republic’s first government virtual store
Santo Domingo.- President Luis Abinader led Tuesday’s launch of Eficompras, the Dominican State’s first virtual store, developed by the General Directorate of Public Procurement (DGCP) to make government purchases faster, more transparent and accessible to smaller businesses.
Integrated into the Electronic Public Procurement System (SECP), the platform will streamline purchases of commonly used goods valued below RD$268,111.38. Suppliers can upload their inventories to an online catalog, allowing government institutions to select and purchase products in minutes instead of going through processes that previously took days.
After a successful pilot at the Ministry of Finance, Eficompras will be available to all state institutions connected to the Integrated Financial Management System (SIGEF).
DGCP Director General Carlos Pimentel said the platform is designed to increase the participation of micro, small and medium-sized enterprises (MSMEs), particularly women-owned businesses, while promoting local, regional and environmentally friendly purchases.
The system was developed entirely by the DGCP rather than outsourced to a private company, and its intellectual property is registered with the National Copyright Office (ONDA) under ownership of the Dominican State.
Under Resolution PNP-07-2026, the use of Eficompras is mandatory for state entities subject to Law 47-25. Institutions will have 90 business days for adaptation and training.
The platform allows users to complete a purchase in three steps: select the product, add it to the cart and confirm the order. Each transaction generates a traceable record, while purchases are based on suppliers’ available inventory.
Abinader said the platform strengthens efficiency, transparency and access to government procurement, noting that the number of registered government suppliers has increased by approximately 25% during his administration.
