Indotel awards radio spectrum to Viettel and Claro Dominicana
Santo Domingo.- The Dominican Institute of Telecommunications (Indotel) awarded radio spectrum blocks to Viettel and Claro Dominicana as part of an international tender aimed at expanding telecommunications services and increasing competition in the Dominican market.
Indotel Board president Guido Gómez Mazara said the decision, approved unanimously through Resolution 73-2026, creates the conditions for Viettel to become a new player in the Dominican telecommunications sector. He said the process is expected to improve service quality, increase competition and offer better prices to consumers.
Viettel was awarded 240 MHz of spectrum under a 20-year concession: 40 MHz in the 700 MHz band, 100 MHz in the 2.3 GHz band and 100 MHz in the 3.6 GHz band. Before operating in the country, the Vietnamese company must establish a Dominican entity that will hold the spectrum license.
Claro Dominicana was awarded 20 MHz in the 700 MHz band for the remaining 15 years of its current concession.
Indotel also offered 30 MHz in the AWS band, but received no bids, so those blocks were declared unclaimed.
The winning companies must sign their respective concession agreements or addenda within a maximum of 90 days. Under the tender’s terms, up to 30% of the required payments may be made through the execution of Indotel development projects.
The tender, launched in February 2026, seeks to expand spectrum availability, encourage investment and strengthen the country’s telecommunications infrastructure under the General Telecommunications Law 153-98 and the National Frequency Allocation Plan.
