Abinader appoints Víctor Cedeño Brea as new Superintendent of Banks

Santo Domingo.- President Luis Abinader appointed lawyer and financial expert Víctor Livio Enmanuel Cedeño Brea as the new Superintendent of Banks, replacing Alejandro Fernández W., who held the position for six years.

The appointment is contained in Decree 606-26 and, in accordance with the Monetary and Financial Law, carries a two-year term.

Although Cedeño Brea is a lawyer by profession, his career has focused heavily on economics, finance, financial regulation and risk management. He previously served as Deputy Manager of Regulation and Innovation at the Superintendency of Banks (SB) and has advised several financial institutions.

Cedeño Brea currently serves as principal advisor and technical coordinator at the Superintendency of Banks. Between 2022 and 2024, he was Deputy Director of Capital Markets of the Dominican Republic.

During his career at the Superintendency of Banks, he led areas including regulation, anti-money laundering and counter-terrorism financing, innovation and financial inclusion, economic research, registration and licensing, and administrative sanctions.

He has extensive experience in prudential regulation, regulatory compliance and financial supervision, particularly in preventing money laundering and terrorist financing. His international work includes delivering more than 100 training courses in English and Spanish to international banks in 22 cities across Latin America, Europe, the Middle East, North Africa and Asia.

Cedeño Brea holds a doctorate in Law and Economics from the European Doctorate in Law and Economics (EDLE) program, jointly offered by Erasmus University Rotterdam, the University of Hamburg and the University of Bologna.
