New gambling bill seeks to block minors from betting in Dominican Republic

Santo Domingo.- A bill regulating gambling in the Dominican Republic, recently approved by the Chamber of Deputies, would introduce stricter measures to prevent minors from accessing betting and gambling activities, particularly online.

Under Article 82, online gambling operators would be required to verify each user’s identity and legal age by directly consulting the Central Electoral Board (JCE) database before allowing any deposit or bet. The measure would replace the current system, in which users can access platforms by simply declaring that they are of legal age.

The proposed legislation would also strengthen protections for minors in physical gambling establishments and commercial spaces.

Article 27 prohibits people under 18 from entering gambling establishments, while Article 28 requires operators to request official identification at the entrance. The bill also prohibits the installation of slot machines in entertainment venues and businesses selling food or beverages that are accessible to minors, including corner stores.

Advertising would face additional restrictions. Article 37 prohibits gambling campaigns aimed at minors or advertisements using images, language or narratives designed to appeal to them.

Loss of license for failing to protect minors

One of the bill’s strongest provisions is the potential revocation of an operator’s license. Under Article 44, failure to implement effective controls preventing minors from participating in gambling could result in the cancellation or revocation of the operating license.

The proposed framework would therefore go beyond financial penalties, allowing authorities to shut down gambling businesses that fail to adequately protect minors.
