The Dominican Republic’s new national identity and voter registration card has been recognized as the Best Identity Document 2026 at the High Security Printing Latin America Forum, one of the region’s leading events focused on document security, digital identity, and authentication technologies.

The award was presented to the Central Electoral Board (JCE) after the Dominican document outperformed entries from Costa Rica and Argentina, underscoring the country’s progress in digital transformation and secure identity management. The recognition was based on criteria including technological innovation, document security, operational efficiency, compliance with international standards, and citizen experience.

JCE President Román Andrés Jáquez Liranzo said the distinction confirms that the new Dominican ID card is among the most advanced in Latin America. He dedicated the award to the Dominican people and highlighted the contribution of the Directorate of Identification and the Emdoc Consortium, the group responsible for developing the project.

The new identity card was created by the Emdoc Consortium, made up of GSI Internacional, Muhlbauer ID Services, Veridos, Ultra Tech, and IQtek Solutions. Notably, IQtek is the only Dominican-owned company in the consortium, contributing local expertise and technological capabilities to one of the country’s most significant modernization initiatives.

The award-winning document incorporates more than 100 security features across visual, covert, and forensic levels. Manufactured from durable polycarbonate material with an estimated lifespan of 25 years, the card includes a laser-engraved photograph, a contactless electronic chip, a Machine Readable Zone (MRZ), and a Card Access Number (CAN), all designed to strengthen identity verification and reduce the risk of fraud.

Beyond the technology itself, the recognition also reflects the scale of the Dominican Republic’s ongoing identity renewal program. According to the JCE, the institution is simultaneously carrying out the renewal process both within the country and abroad, reaching Dominicans in approximately 35 countries. Officials describe it as one of the most ambitious identity modernization efforts currently underway in the region.

The international award highlights the Dominican Republic’s growing leadership in digital identity, document security, and public-sector innovation, while also showcasing the capabilities of Dominican technology companies participating in projects with regional and global impact.
