Dominican Republic launches framework for verifiable digital credentials

Santo Domingo.- The Dominican government has presented the National Framework for Verifiable Credentials, a system designed to allow citizens to carry official information digitally and verify it with public institutions and authorized third parties.

The initiative was presented by the Ministry of Public Administration (MAP) and the Government Office of Information and Communication Technologies (OGTIC) during the Regional Forum on Digital Public Infrastructure, held ahead of the XX Annual Meeting of the Inter-American Network of Digital Government (Red GEALC) and the IX Ministerial Meeting of Digital Government of the Americas.

The credentials will be integrated into Soy Yo RD and the Citizen Folder, with the goal of gradually reducing the need to submit photographs, copies, certifications and other physical documents for certain procedures.

OGTIC Director General Edgar Batista, who serves as president of the GEALC Network in 2026, explained that the system goes beyond displaying a digital document. It will allow users to prove that information was issued by the responsible institution and remains valid.

The framework, established through a MAP resolution, uses a federated model, meaning each institution remains responsible for its own records and information. The system does not create a new centralized database but instead uses existing official sources to verify information.

Public Administration Minister Sigmund Freund said the initiative is intended to make official information more accessible and portable in the digital environment while encouraging greater integration among government institutions.

The government expects the framework to support a more interconnected and efficient digital public sector, reducing reliance on physical documentation for government services.
