Héctor Porcella proposes new Aviation Law and Civil Aviation Superintendency for Dominican Republic
Santo Domingo.- Héctor Porcella, recently appointed adviser to the Executive Branch on civil aviation, has proposed the adoption of a new Aviation Law and the creation of a Civil Aviation Superintendency to unify and reorganize the Dominican Republic’s aeronautical sector.
Porcella made the proposal after President Luis Abinader appointed him as civil aviation adviser and a member of the Civil Aviation Board (JAC).
He argued that consolidating functions currently distributed among different aviation institutions under a single body could promote greater efficiency, transparency and better use of public resources.
“From my position as Adviser to the Executive Branch on civil aviation matters, I firmly believe in the creation of a new Aviation Law,” Porcella said, while also advocating for the integration of the sector through a unified institution.
The former JAC president also thanked Abinader for the appointment, noting that, to his knowledge, it is the first time the Dominican Republic has designated an adviser specifically for civil aviation matters.
The proposal could open a broader debate over the country’s current aviation regulatory framework, including the functions, authority and scope that a potential Civil Aviation Superintendency would assume.
