MIVHED reports 93% surge in construction licenses in early 2026
Santo Domingo.- The Ministry of Housing, Habitat and Buildings (MIVHED) announced a 93% increase in construction licenses issued during the first four months of 2026, reflecting the government’s push to modernize permitting processes and strengthen institutional operations.
Housing Minister Víctor “Ito” Bisonó shared the figures during the launch of “MIVHED en Marcha,” a new media briefing initiative focused on presenting institutional progress, digital transformation and strategic infrastructure projects.
Between January and April, MIVHED issued 594 construction permits tied to more than RD$230 billion in private investment, marking a 126% increase compared to the RD$101 billion approved during the same period in 2025.
Bisonó said the reforms were implemented to address long-standing concerns over permit delays, operational capacity and administrative efficiency. He also highlighted the construction sector’s 6.6% growth in the first quarter of 2026, along with a 6% increase in cement sales, totaling 1.5 million tons.
As part of its modernization strategy, the ministry launched “MIVHED Intelligence,” a digital platform that allows users to track permit applications online in a more transparent and accessible way. The ministry also reported that the new Single Window for Construction is nearly 50% complete and will include updated technical evaluation systems aligned with current regulations.
The minister additionally outlined ongoing national projects under the “Route of Works that Unite” initiative, including new correctional facilities, housing and urban renewal programs, hospital construction, and sports infrastructure upgrades linked to the 2026 Central American and Caribbean Games.
