New book examines legal dispute that halted Bávaro International Airport project

Santo Domingo.- The legal battle that halted the Bávaro International Airport (AIB) project has been turned into an academic case study with the publication of Doctrinal Analysis of the Jurisprudential Solution to an Airport Conflict, a book examining one of the Dominican Republic’s most significant aviation-related legal disputes.

The publication analyzes the litigation between the AIB Defense Council and the Dominican Institute of Civil Aviation (IDAC), which challenged the project’s authorization on the grounds that approval procedures were flawed and that only the aviation authority had the power to authorize a new airport. In 2025, the Constitutional Court upheld the legality of the administrative actions that prevented the project’s development, establishing a legal precedent.

Presented by experts from the World Association of Airport Law (WALA) and the Ibero-American Forum of Administrative Law, the book argues that there is no single model for successful airport management. Instead, the authors emphasize that compliance with the law, operational safety, technical planning, and the public interest are the key factors in developing and managing airport infrastructure.
