ONE launches National Statistical Plan 2025-2028 to strengthen official data

Santo Domingo.- The National Statistics Office (ONE) has officially presented the National Statistical Plan (PEN) 2025-2028, a roadmap for coordinating and improving the production of official statistics in the Dominican Republic and ensuring that public policies are based on reliable data.

The third plan of its kind in the country, the PEN identifies the information the Dominican State needs, the institutions responsible for producing it, and the quality standards required.

One of its main contributions is a nationwide assessment that mapped 880 priority indicators linked to the National Development Strategy 2030, the National Multi-Year Public Sector Plan, the Sustainable Development Goals, and the Montevideo Consensus on Population and Development.

The assessment found that 47% of the indicators can already be measured with available statistical information, while 33% require improvements and 20% face significant data gaps, particularly in areas such as culture, construction and infrastructure, social security, and cross-cutting statistics.

ONE said identifying these gaps is part of its commitment to institutional transparency and improving the country’s statistical system.

Three strategic priorities

The PEN 2025-2028 is built around three main areas:

• Improving the production and dissemination of timely, high-quality statistics, including greater use of administrative records and non-traditional data sources and more detailed information by sex, age, and territory.
• Strengthening the legal and institutional framework of the National Statistical System through a national quality assurance framework.
• Expanding technical capabilities through continuous training for public-sector statistical personnel through the National School of Statistics.

The plan also incorporates the National Code of Good Practices for Official Statistics and guidelines based on the Generic Statistical Business Process Model to standardize data production. Administrative records currently contribute to 65% of the country’s official statistical operations.

According to a perception survey conducted during the plan’s preparation, 94% of institutions, academics, and statistical users consulted said they trust the data produced by the National Statistical System.

ONE Director General Mildred Martínez emphasized that the quality of official statistics depends not only on ONE but also on the institutions and professionals responsible for collecting, processing, and documenting data.

Statistics and public policy

Officials from the Ministry of Finance and Economy and the United Nations System highlighted the close relationship between national planning and reliable statistical information.

The PEN will support the monitoring and evaluation of public policies by providing the data needed to measure progress toward national development objectives, including commitments under the 2030 Agenda for Sustainable Development.

The plan is supported by the United Nations Population Fund (UNFPA), which has provided technical assistance to strengthen the country’s statistical capabilities and promote the use of data disaggregated by sex, age, and territory.

The PEN 2025-2028 is the third National Statistical Plan developed by the Dominican Republic, following the 2013-2016 and 2021-2024 editions. Its formulation is mandated by Law 1-12 on the National Development Strategy 2030 and included updates to national inventories of statistical operations and administrative records, as well as consultations and validation workshops involving institutions across the National Statistical System.
