Panama City. EFE— Costa Rica is the Latin American country with the greatest economic freedom, followed by Chile, Panama, Guatemala, and the Dominican Republic, according to the 2025 report prepared by the Fraser Institute, a Canadian research center.
According to the 2025 report, which was prepared using data from 2023, Costa Rica is the best-positioned country in Latin America and the Caribbean worldwide (14) and the first in the region, with a score of 7.85, placing it in the group called “more freedom.”
Behind Costa Rica in Latin America are Chile (26th in the world), with 7.65 points; Panama (27th), with 7.64; and Guatemala (28th), with 7.62 points. The Dominican Republic, with 7.37 points and 47th in the world, is the fifth freest economy in Latin America.
