Senate approves Cybersecurity Bill and other legislative measures

Santo Domingo.- The Senate of the Republic passed the bill on Cybersecurity Management in the Dominican Republic in its first reading on Tuesday. This bill aims to bolster the regulatory framework for managing cybersecurity in information technology infrastructures and communication, as well as in the Public Administration and critical infrastructures across the country.

Proposed by Faride Raful, the Vice President of the Upper House, the project suggests the establishment of the National Cybersecurity Center. This center, which would be a public entity attached to the Ministry of the Presidency, would possess legal personality and enjoy autonomy in functional, budgetary, administrative, technical, and patrimonial aspects. Its primary mission would be to safeguard the cybersecurity of information and communication technology infrastructures within the Public Administration and critical infrastructures of the Dominican Republic.

The initiative also includes the creation of the National Cybersecurity Council, envisioned as a collegiate body and the highest authority of the National Cybersecurity Center. This council would be responsible for setting and guiding policies concerning the cyber management of information and communication technology infrastructures within the Public Administration and critical infrastructures in the country.

Other Legislative Actions

Additionally, during the Senate Plenary, legislators were briefed on the draft organic law of the Reserve Bank of the Dominican Republic-Banco Múltiple, which aims to replace and update Law No. 6133, enacted on December 17, 1962. This initiative seeks to modernize internal governance, adapt capitalization procedures to the bank’s capital needs, reorganize profit distribution in accordance with current realities, and align the bank’s operations with sectoral regulations.

Furthermore, in its first reading, the Senate approved a bill proposing the implementation of metal detectors in public and private institutions across the Dominican Republic. This legislation aims to ensure a safe environment, promote peaceful coexistence, and reduce violence and crime in institutions where large numbers of people gather.

In a separate session, senators passed amendments to Law No. 631-16, extending the validity period of licenses to carry and possess firearms in the national territory from one year to two years.

Moreover, senators endorsed a bill creating the Official State Gazette for the Publication of Modified Laws, aiming to regulate the full publication of modified laws to ensure accuracy and transparency in legislative initiatives.

Additionally, the Senate passed legislation requiring the publication of acts corresponding to the Executive and Legislative powers in the Official Gazette, emphasizing the importance of legal certainty and adherence to constitutional mandates.

Furthermore, senators discussed several bills, including one designating the Ministry of Culture building after Marcio Veloz Maggiolo and another creating Judicial Districts in Santo Domingo Este, Santo Domingo Norte, and Santo Domingo Oeste.

Resolutions

The Senate also approved a resolution urging the Executive Director of the National Council for the Aging to establish daytime reception spaces for older adults in the Los Ríos municipality, Bahoruco province. Additionally, a resolution congratulating Francisco Saldaña (Luny) and Víctor Cabrera (Tunes) for their contributions to art and music nationally and internationally was passed.

Moment of Silence

The Senate observed a moment of silence in honor of several relatives of senators, deputies, and legislative staff who passed away recently. Senate President Ricardo de los Santos expressed condolences for the losses and called for a moment of reflection.
