Ombudsman investigates death of U.S. Citizen at Haina Immigration Detention Center

Santo Domingo.- Ombudsman Pablo Ulloa conducted a special inspection of the Haina Immigration Detention Center on Wednesday, following the death of American citizen Ellen Frances Hulett on June 23. The visit is part of an ongoing investigation into the circumstances surrounding her death.

According to the Ombudsman’s Office, officials from the General Directorate of Migration (DGM)—led by Vice Admiral Luis Rafael Lee Ballester—informed Ulloa that the woman was believed to have had mental health issues. She was reportedly arrested in late April in the Eastern Region by the Tourist Police after being found without identification and was transferred to the DGM to determine her identity.

During the inspection, Ulloa and his team visited different sections of the Haina facility, conducting interviews with staff and detainees to gather information relevant to the case. He assured the public that the Ombudsman’s Office will continue to follow up until the cause of death is clarified and any accountability is established.

I hope they get some of those involved in his murder, and some of the authorities heads should roll.
