Abinader reviews and endorses reforms to Solid Waste Management Law

Santo Domingo.- President Luis Abinader reviewed and endorsed recent amendments to the Solid Waste Management Law (Law No. 225-20), which seek to strike a balance between free enterprise and environmental protection. The revised law sets clear deadlines for phasing out single-use plastics and foam materials, aiming to promote sustainable industrial practices and fair market competition.

Under the new provisions, businesses will have 12 months to eliminate single-use plastics and foam products, except for “laptop” food containers and trays, which are granted an additional 12-month extension due to the lack of affordable alternatives. Within a year, stores must also begin charging for non-biodegradable plastic bags and conduct awareness campaigns encouraging the use of reusable or eco-friendly options. Additionally, the law bans the importation of non-biodegradable plastic items—such as cups, cutlery, and lids—within 60 days of the law’s enactment.

In a letter dated November 3 to Senate President Ricardo de los Santos, President Abinader emphasized that the revisions aim to protect the environment, ensure free competition, and prevent monopolistic practices. He also proposed adjustments to the criteria for establishing transfer stations, landfills, and waste recovery plants, recommending that their placement be determined by distance and logistics rather than regional boundaries. The reforms also refine several definitions and concepts to support the law’s effective implementation.
