Hugo Beras accused of funding Transcore with Civil Aviation funds

Santo Domingo.- The Public Ministry has accused Hugo Beras, the former director of the National Institute of Transit and Land Transportation (Intrant), of misappropriating RD$1,200 million from the National Institute of Civil Aviation (IDAC) to fund Transcore Latam SRL’s project for modernizing the traffic light system in Greater Santo Domingo. Beras is alleged to have orchestrated a fraudulent financing scheme that allowed Transcore Latam SRL to illegitimately secure the tender for this project.

The accusations are outlined in an arrest warrant issued by Judge Fátima Scarlette Veloz Suárez of the Tenth Court of Instruction of the National District as part of the Camaleón case. This information stems from a special investigation conducted by the Anti-Fraud Unit of the Comptroller General of the Republic on August 30, 2024. The investigation revealed that Beras had arranged for IDAC funds to be allocated through the Administrative Ministry of the Presidency, facilitating the financial support for Transcore Latam SRL.

The report indicates that under Beras’s instructions, all necessary administrative procedures for the contracting process were initiated at the Intrant headquarters. It also states that Beras and his associate, Francisco Álvarez Carbuccia, committed the institution’s budget by processing a 20% advance payment using Intrant’s own funds, despite the specifications for the project not being prepared by the appropriate department.
