Abinader transfers Puerto Plata Cable Car to public trust

Santo Domingo.- President Luis Abinader has ordered the transfer of the Puerto Plata Cable Car to a public trust, aiming to ensure its efficient and transparent management, as construction has yet to begin more than a year after the project was announced.

The measure is outlined in Decree No. 162-25, which establishes the Public Trust for the Management of the Puerto Plata Cable Car (FI-TEPP). Under this arrangement, the Dominican State will serve as both trustor and beneficiary through the Ministry of Tourism, while Fiduciaria Reservas, S.A. will act as the trustee responsible for operations.

FI-TEPP will be overseen by a five-member Technical Council chaired by the Tourism Minister, in accordance with Laws 28-23 and 189-11, and Decree 95-12. The decree was officially published in Official Gazette No. 11192 on March 31, 2025.

Despite the cable car’s closure being part of a broader modernization initiative, no visible progress has been made on its renovation, raising concerns among tourism stakeholders in Puerto Plata.
