JCE guarantees transparency and security in issuance of new ID

Santo Domingo.– The Central Electoral Board (JCE) assured the public that all personal, biometric, and demographic data of Dominicans are under its exclusive control and fully secure amid the upcoming issuance of new identity and voter cards. The statement, read by JCE President Román Andrés Jáquez Liranzo, emphasized the transparency, legality, and security of the bidding and implementation process.

The EMDOC Consortium, which won the contract on October 3, comprises five companies—one Dominican, two Panamanian, and two German (including Bundesdruckerei GmbH, 40% owned by the German Federal Government). The JCE clarified that none of the companies are of Haitian origin or capital, addressing media reports suggesting otherwise.

Jáquez Liranzo stressed that the JCE is the sole owner and administrator of all data, with no outside company or individual having access to the systems. All ID renewal processes will be conducted exclusively by trained and certified JCE personnel, ensuring integrity and protecting democracy. The tender process, launched in April 2024, included publications in four national newspapers, the New York Post, and El País, and has had the support of political parties throughout.
