Abinader and Kathy Hochul announce agreement to strengthen Dominican Republic–New York cooperation

Santo Domingo.- President Luis Abinader and New York State Governor Kathy Hochul announced a historic agreement to strengthen cultural, social, and economic cooperation between the Dominican Republic and New York. The two leaders formalized a Declaration of Intent aimed at fostering collaboration in disaster preparedness, agricultural innovation, and sustainable economic development.

The agreement, signed by Foreign Minister Roberto Álvarez and Governor Hochul in the presence of President Abinader, establishes mechanisms for sharing best practices, implementing joint training programs in emergency management, and exploring the use of technologies such as NUAIR drone systems for disaster assessment and prevention.

President Abinader emphasized that the partnership opens new avenues for collaboration in areas like security, education, tourism, and health, benefiting Dominicans both at home and abroad. He praised Congressman Adriano Espaillat for his role in facilitating the initiative and expressed his gratitude to Governor Hochul for her visit, describing New York as “a second home for Dominicans.”

Governor Hochul highlighted the close cultural and economic bonds between New York and the Dominican Republic, home to over one million Dominicans in her state. She announced that the Dominican Republic will become the next key destination for New York’s Global Trade Program, promoting investment and innovation in sectors such as agriculture, manufacturing, artificial intelligence, and drone technology.

The issue I have is that the US Constitution prohibits states from entering into international agreements without approval and consent of both Congress and the President. Essentially, this agreement is symbolic only and does not hold the force of law.
