Ellen Frances Hulett identified as U.S. citizen who died at DGM facility

Santo Domingo.- The General Directorate of Migration reported the death of U.S. citizen Ellen Frances Hulett on June 23, 2025, while she was under institutional supervision and receiving medical treatment.

Hulett was initially arrested on April 22, 2025, in Sabana de la Mar by the Tourist Police after being found homeless, disoriented, and unable to identify herself, amid reports of an alleged assault. She was transferred to the General Directorate of Immigration for identity verification and to clarify her situation. Despite multiple interviews, she exhibited severe communication difficulties and signs of compromised mental health. Mental health professionals diagnosed her with a psychotic disorder and provided ongoing medical care.

Because her identity could not be confirmed through conventional means, authorities used advanced biometric tools, including facial recognition technology, which confirmed her identity as Ellen Frances Hulett, a U.S. citizen. Throughout the process, the institution upheld principles of legality, humanity, and international cooperation, ensuring decent conditions, access to interpreters and legal counsel, and close communication with U.S. diplomatic authorities to manage her immigration status and repatriation.

On June 23, during preparations for a routine medical examination, medical staff discovered she had no vital signs. The National Institute of Forensic Sciences (INACIF), the Public Prosecutor’s Office, and the National Commission for the Investigation of Crimes of Violence (DICRIM) were immediately notified. The body showed no signs of violence, and an autopsy is ongoing to determine the cause of death.

The General Directorate of Migration expressed deep regret over the outcome and extended condolences to Ms. Hulett’s family.
