Allow the Dominican Citizens to arm themselves for self-defense and the “SOFT TARGET” is gone. Thugs hate hard targets and are far less likely to attack something that will fight back. Look at Chicago and Los Angeles in the US. Made it almost impossible for citizens to carry arms and both are now gang war zones.
