INTRANT files criminal complaint against Dekolor for alleged bribery
Santo Domingo.- The National Institute of Transit and Land Transportation (INTRANT) and its director, Milton Morrison Ramírez, have filed a criminal complaint with the Specialized Prosecutor’s Office for the Prosecution of Administrative Corruption (PEPCA) against Rogelio and Sandra Oruña, president and general manager of Dekolor, SRL. The complaint alleges attempted bribery, threats, and institutional pressure aimed at unlawfully extending an expired government contract related to the national driver’s license issuance system.
According to the complaint, Dekolor offered bribes totaling up to one million U.S. dollars and RD$3 million monthly to influence key INTRANT officials. The company allegedly delivered cash and used coercion to secure an extension of a contract that had already expired, bypassing competitive procedures and pressuring the current administration. The original 2020 contract granted Dekolor control over 21 service centers and the technological operation of the licensing system, but was later amended without proper board approval.
