Dominican Republic assumes first vice presidency of CLAC
Chile.- The Dominican Republic has been unanimously elected to hold the first vice presidency of the Executive Committee of the Latin American Civil Aviation Commission (CLAC), the most significant international organization in the region concerning aviation matters. This decision was reached during the XXV Extraordinary Assembly, which convened in Santiago, Chile, on April 8, 2024.
Dr. José Ernesto Marte Piantini, the president of the Civil Aviation Board (JAC), expressed pride in this achievement, emphasizing the country’s pivotal role in regional civil aviation. He remarked on the transition from the second vice presidency to the first, highlighting it as evidence of the nation’s steadfast commitment to enhancing civil aviation, not only within Latin America but globally. Dr. Marte Piantini will represent the Dominican Republic in this capacity for the next two years.
He credited this accomplishment to the diligent work guided by the directives of President Luis Abinader Corona. Initiatives such as supporting both national and international air operators, implementing expedited models for route analysis, expanding market access through Open Skies agreements, and attracting foreign investments in tourism infrastructure have positioned the Dominican Republic as a benchmark for civil aviation and air safety in Latin America. The nation’s adherence to International Civil Aviation Organization (ICAO) standards and recommendations has further solidified its regional leadership.
Moreover, during the assembly, the Dominican Republic secured the hosting rights for the next CLAC electoral assembly in 2026.
Dr. Marte Piantini also highlighted the current robust state of civil aviation in the Dominican Republic, citing unprecedented growth and development. In 2023 alone, the country recorded 132,998 air operations for arrivals and departures, generating an estimated direct and indirect income of $16,139 million USD. With the approval of 8,574 operations under Special Permit and authorization for 8,016 charter flights, including combined passenger and cargo operations, and exclusive cargo operations, the Dominican Republic has witnessed a significant expansion in air connectivity. This growth is evidenced by over 130 new routes and the operation of more than 530 airlines to and from the country.
Established 50 years ago, the Latin American Civil Aviation Commission (CLAC) serves as a consultative body facilitating discussions and planning among Latin American civil aviation authorities. It promotes cooperation and coordination in civil aviation activities across the region. The CLAC fosters a platform for technical, legal, and political discussions, underpinned by a consensus-driven philosophy respecting each state’s sovereignty.
Dr. Marte Piantini reiterated the commitment of the Dominican Republic to collaborate actively with CLAC, emphasizing the immense potential for further development in civil aviation across Latin America and the Caribbean. He attributed these international achievements to the unwavering commitment of President Luis Abinader’s government to civil aviation matters.
The Executive Committee of the Latin American Civil Aviation Commission (CLAC) comprises Guatemala (Presidency), the Dominican Republic (First Vice-Presidency), Chile (Second Vice-Presidency), Brazil (Third Vice-Presidency), and Costa Rica (Fourth Vice-Presidency).
